CR performance is a function of cap and container working together. A cap that passes on one neck finish requires fresh testing on a different one.
Label changes, printing changes, and other purely cosmetic surface treatments that leave container geometry, closure geometry, wall thickness, and resin formulation untouched typically do not affect CR performance.
The distinguishing question is always whether the change could plausibly affect how the CR mechanism physically functions. Visual similarity is a poor guide here. A change that seems purely cosmetic can be the one requiring a retest, while a change that looks structural can fall within the tested tolerance. The certifying lab should settle any ambiguous case.
Federal 16 CFR 1700 sets the baseline, and cannabis-specific state regulations frequently layer additional requirements on top: specific testing certifications, opacity requirements, and exit-packaging rules at dispensary point of sale.
State cannabis packaging regulations warrant separate confirmation alongside the federal CR standard, since the two bars differ. The threshold applies to the package as a whole. A bottle of 60-count iron tablets at a moderate per-tablet dose can cross 250 milligrams cumulative while each individual tablet sits well below any concerning level.
Two carve-outs matter in practice: preparations where iron is present solely as a colorant are exempt, and powdered preparations containing no more than 0.12 percent elemental iron by weight are exempt regardless of total package quantity. Both carve-outs are narrow and fact-specific, and each requires running the math against the actual formulation before an exemption can be claimed.
Formulations containing iron warrant a total elemental iron calculation per package early, before bottle count and closure are committed. Retrofitting CR closures onto packaging designed without them usually means a new tooling cycle for the cap.
A child-resistant closure is tested on whether a child can open it. A tamper-evident feature shows whether an adult can tell the package was opened already. Cannabis regulations in most states require both.
CR compliance has to be verified through third-party lab testing of the specific bottle-and-cap assembly as a complete unit. Testing the cap component in isolation leaves the certification incomplete.
Buyers should request the actual test report and certification covering the exact configuration in question, alongside whatever general claim a supplier makes about CR-compliant closures. A private label launch on a stock CR jar or tube warrants the same check, since certification covering a similar product in the same family provides no coverage.
Any packaging change request, whether it originates with a brand, a cost-reduction initiative, or a supplier switching a raw material source, should be checked against the retest triggers above before approval, while the change is still reversible.
