"Recyclable" describes whether a material can technically be reprocessed into new material through existing recycling infrastructure. "PCR" (post-consumer recycled) describes whether a package contains material that has already been through that recycling process at least once. "Compostable" describes whether a material breaks down into non-toxic components under specific composting conditions, and it says nothing about whether that same material is recyclable, in most cases, compostable plastics are not recyclable through standard plastic recycling streams and can actually contaminate them.
A package can be technically recyclable, made from a material accepted by some recycling programs, while still having a low real-world recycling rate because of collection infrastructure gaps, contamination, or a shape (small caps, flexible films, dark-colored plastics) that automated sorting facilities struggle to process correctly. Claiming "recyclable" on packaging is increasingly scrutinized by state-level truth-in-labeling laws that require the claim to reflect actual, not theoretical, recyclability in most U.S. markets, not a blanket pass just because the resin type is technically processable somewhere.
A package labeled compostable under an industrial composting standard (commonly ASTM D6400 for plastics) generally will not break down in a backyard compost pile or, worse, if it ends up in a standard recycling stream or landfill, environments that lack the heat, moisture, and microbial activity industrial composting facilities provide. Compostable packaging without access to industrial composting infrastructure in the end user's area is a claim that sounds good and delivers little practical environmental benefit.
Specifying PCR content is a concrete, verifiable claim, a package either contains a documented percentage of recycled material or it doesn't, and it doesn't depend on the end consumer's local infrastructure the way compostability does. For most packaging programs looking for a defensible sustainability claim without overpromising, a well-sourced PCR specification is usually the more reliable starting point than a compostable claim.
