
"Recyclable" describes whether a material can technically be reprocessed into new material through existing recycling infrastructure.
"PCR" (post-consumer recycled) describes whether a package contains material that has already been through that process at least once.
"Compostable" describes whether a material breaks down into non-toxic components under specific composting conditions. It says nothing about whether that same material is recyclable. In most cases compostable plastics are not recyclable through standard streams and can actively contaminate them.
A package can be technically recyclable while still having a low real-world recycling rate. Collection infrastructure gaps, contamination, and shapes that automated sorting struggles with (small caps, flexible films, dark-colored plastics) all break the chain between technically and actually.
Resin choice matters here. PET has the most mature U.S. recovery infrastructure of any packaging resin, while HDPE is close behind and multi-layer flexible laminates are functionally unrecyclable in curbside streams because the layers cannot be separated.
State-level truth-in-labeling laws increasingly require a "recyclable" claim to reflect actual recyclability in most U.S. markets. Being technically processable somewhere is no longer a blanket pass.
A package labeled compostable under an industrial standard, commonly ASTM D6400 for plastics, generally will not break down in a backyard compost pile.
Worse, if it ends up in a standard recycling stream or landfill, it sits in an environment lacking the heat, moisture, and microbial activity industrial composting provides.
Compostable packaging without access to industrial composting infrastructure in the end user's area is a claim that sounds good and delivers little practical benefit. The same gap between claim and outcome shows up in the paper-versus-plastic comparison.
Specifying PCR content is concrete and verifiable. A package either contains a documented percentage of recycled material or it does not, and it does not depend on the end consumer's local infrastructure the way compostability does.
For most programs looking for a defensible claim without overpromising, a well-sourced PCR specification is the more reliable starting point. Note that PCR is not the same as regrind, which never left the factory and supports no recycled-content claim at all.
PCR content is not free of engineering consequences. Clarity, odor, and lot consistency all shift, and shelf life and compliance questions follow the material into regulated categories. Clear PET shows those trade-offs most visibly.
