California's Department of Cannabis Control opened a formal rulemaking, DCC-2026-01-R, to establish multipack cannabis goods as a distinct regulatory category for the first time.
Notice was published February 27, 2026, with a public comment period that closed April 13, 2026. As of this writing, DCC has not announced a final rule. This remains proposed regulatory text pending finalization, and packaging decisions should not be locked in against it as though it were settled.
The proposed rule defines a multipack as a retail cannabis package containing multiple individually identifiable cannabis units sold together as a single product.
It would apply testing, labeling, and track-and-trace requirements specific to that category, on top of the existing rules that apply to each individual unit inside the pack.
In practice, a multipack carries compliance obligations well beyond the bundling decision at the packaging stage. Each component potentially carries its own obligations the outer package has to account for.
For brands developing a multipack product for the California market, the direction of this rulemaking is worth factoring into design while the rule is still pending.
A design that assumes no multipack-specific requirements could need rework once a final rule lands. Given how long a full rulemaking cycle runs, tracking the direction now is the practical approach.
A multipack raises the question of whether CR applies at the outer package, each inner unit, or both. That distinction changes tooling, because CR certification is tested against a specific assembly. If the answer shifts after a format is certified, it becomes a retest trigger with tooling and schedule implications.
Pre-roll multipacks sit squarely in this zone, since tube-and-tin formats already combine individual units inside an outer package.
