Colorado's rules run through the Marijuana Enforcement Division

Colorado regulates cannabis packaging and labeling through the Marijuana Enforcement Division (MED) under the Colorado Marijuana Rules, 1 CCR 212-3, one of the country's oldest state-level cannabis regulatory frameworks, in place since Colorado's 2014 adult-use launch and amended repeatedly since.

Child-resistant certification: 16 CFR 1700 standard

Colorado requires cannabis packaging to meet the federal Poison Prevention Packaging Act standard under 16 CFR 1700, tested and certified for the specific package configuration. Multi-serving edible packages must remain child-resistant after opening, not just at first sale, which means a resealable CR mechanism is required for any product with remaining servings after first use.

Opacity and tamper-evidence

Retail marijuana products cannot be visible through their packaging and must carry tamper-evident features. Packaging cannot use images, symbols, or language attractive to children, including cartoons or imagery resembling candy or other kid-oriented products.

Labeling: universal symbol and required content

Colorado labels require the state's universal THC symbol, total THC and CBD content per serving and per package, batch number, testing facility results, and required warning statements. Edible products additionally require clear per-serving demarcation.

Edible THC limits: 10 milligrams per serving, 100 milligrams per package

Colorado caps retail edibles at 10 milligrams of THC per serving and 100 milligrams per package, a limit that has been in place since early in the state's adult-use program and has become something close to the de facto national baseline that most other states' rules now mirror.

Because Colorado's cap matches the figure most other adult-use states now use, a 100-milligram, ten-serving format generally clears Colorado alongside California, Washington, Oregon, and most other adult-use markets without a state-specific redesign on dosing alone.
